Site work for a municipal facility in Corpus Christi, Texas. Completed plans call for site work for a municipal facility.
The work generally consists of the demolition and removal of all above and below grade infrastructure associated with property improvements, site clearing, grading, seeding, and revegetation. The contractor will be responsible for obtaining all required permits and complying with all City and State codes and requirements. Proposals must be submitted electronically via the specified procurement website and marked accordingly. Proposals may not be faxed or emailed. Respondents must not attempt to contact staff members, commissioners, or agents associated with this CSP to discuss or ask questions about the contents of the CSP. Questions should be submitted in writing via the procurement website. Performance and payment bonds will be required, each for 100% of the total contract amount. The PCCA reserves the right to accept or reject any or all proposals received. Project Site(s): various locations within Nueces and San Patricio counties 1. Perform pre-demolition site assessments with PCCA to develop a Work Order through verification of site conditions, identify structures and improvements to be removed, and document visible hazards or access constraints. 2. Verify that the property is vacant prior to start of demolition. 3. In the event that the contractor identifies evidence of illegal activity on the site, the Contractor will secure the property without disturbing the evidence of illegal activity and notify the PCCA. The PCCA will notify the appropriate law enforcement agency, The contractor will then proceed as directed by PCCA. 4. Provide a site supervisor at each demolition site or property, any time work is being performed, who has the authority to make on-site decisions. 5. In the event that the Contractor identifies or suspects the presence of any hazardous or asbestos containing material the Contractor shall immediately notify the PCCA Project Representative so that the materials can be properly abated and removed. Contractor shall not in any case attempt to move, demolish or relocate the suspected or identified materials. All asbestos reports will be available upon request. 6. Obtain demolition permit through the City of Corpus Christi or other applicable municipal or regional permitting entity depending on location of property and pay applicable permit fees. 7. Confirm utilities have been disconnected and meters removed, including potable and/or other water services, natural gas services, electrical services and other utilities that may be present. 8. Provide protection of adjacent improvements, public streets, sidewalks, fences and other items that are to remain. Note the location of overhead power and utilities lines and conduct on site activated such as to prevent damages. 9. Safely demolish, remove, and dispose of improvements on the site to include but not necessarily be limited to houses, out building, building, walkways, driveways, garages, fences, slabs, pavement, patio/porch slabs, swimming pools, trash removal and other improvements that may be present. 10. Demolition methods employed will not produce excessive dust, flying debris or other conditions that could impact adjacent property owners. Water should be used to provide adequate wetting of demolition activities to prevent excessive dust. 11. Safely remove and dispose of trees (unless otherwise directed), bushes, shrubs or other vegetation, other than grass identified for removal on each property to leave a clean and open lot, unless otherwise directed for each specific property. 12. Remove underground piping, cables, wires and other underground structures that are identifiable to a point at or near the property line, or as close as practicable to fences, sidewalks or other structures that are to remain in place. If necessary, properly cap underground utilities in accordance with current standards for each utility. Backfill any excavations with clean excavated materials and provide additional fill as necessary to match the surrounding grade. In the event that soil contamination is encountered, or suspected, excavation in the area will be stopped and the PCCA or PCCA's Representative will be contacted. Work will then proceed as directed by the PCCA or the PCCA's Representative 13. Grade disturbed areas and apply grass seeding, sodding, or coconut matting as necessary to stabilize soils on the site. 14. Dispose of demolished items and materials promptly. On-site storage of removed items is prohibited. Contractor must remove and transport debris only in a manner that will prevent spillage on adjacent surfaces and areas. 15. Contractor must ensure minimum interference with roads, streets, walks, and other adjacent occupied and used facilities and conduct demolition operations to prevent injury to people and damage to adjacent buildings and facilities to remain. Contractor should also ensure safe passage of people around demolition areas, and limit disruption to local traffic. If necessary, a traffic control plan will be developed and submitted to the City of Corpus Christi or other applicable municipal or regional permitting entity depending on location of property for review and approval. Upon approval, traffic control plan shall be implemented to protect the traveling public. 16. Any damage to public roads, sidewalks, fences or other items that are to remain in place, or adjacent property or improvements will be repaired or replaced to the satisfaction of the PCCA and the impacted owner. 17. Contractor will handle and store equipment, materials and supplies in a safe and orderly manner and keep the premises orderly and free from accumulation of rubbish resulting from operations. 18. Contractor will be responsible for any materials and equipment left on site. Any loss of materials or equipment due to theft, vandalism, etc. shall be the sole responsibility of the contractor. 19. Remove debris, rubbish, abandoned materials, and unsuitable surface obstructions from the property. 20. Load, haul, and lawfully dispose of demolition materials at approved disposal or recycling facilities. 21. Rough grade and leave the site in a clean, safe, and orderly condition upon completion of the work. The Contractor shall be responsible for securing the work area, maintaining erosion and dust control measures, protecting adjacent property and infrastructure, and preventing unauthorized access throughout the duration of the work. The Contractor shall also coordinate traffic control, temporary barriers, and any required notifications associated with demolition operations. All work shall be performed in accordance with applicable federal, state, and local laws, regulations, codes, and permitting requirements. The Contractor shall comply with all safety requirements, including applicable occupational safety standards, and shall be responsible for identifying, handling, and disposing of regulated materials in accordance with governing regulations and approved procedures. Unless otherwise specifically identified in the Contract Documents, hazardous materials abatement, underground storage tank removal, major environmental remediation, and permanent site redevelopment are excluded from this scope. Any unforeseen conditions encountered during performance of the work shall be documented and reported for direction prior to proceeding beyond the defined scope. Completion of the work shall include final debris removal, lawful disposal documentation if required, restoration of disturbed areas to a safe condition, and final inspection confirming that each property has been cleared in accordance with the contract requirements.
