Services are expected to cover initial project development and funding support, design, bidding, construction support, and project implementation oversight. The City reserves the right to negotiate with any and all proposers. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit proposals. Disadvantaged Business Enterprises are also encouraged to submit.
