The City of Bella Vista is seeking qualified consulting firms to update the Bella Vista Trails and Greenway Masterplan. The work generally consists of project management, stakeholder and public engagement, data collection and analysis, network recommendations and mapping, development of an implementation plan and best-practice design guidelines, and preparation of draft and final documents. All work will be reviewed and approved by the Arkansas Department of Transportation (ARDOT) and must conform to the requirements of the Federal Highway Administration (FHWA), ARDOT, and the City of Bella Vista. Interested firms must submit a letter of interest, primary contact information, and Architect-Engineer Qualifications Standard Form 330 Parts I and II. Submittals must include a digital PDF copy and three physical copies, a cover letter with contact information, a description of relevant experience with similar projects, resumes of key personnel, a current equal employment opportunity policy, Contract and Grant Disclosure Certification Form EO-98-04, and a current Department and Finance and Administration (DFA) Illegal Immigrant Contractor Disclosure Form. Consultant selection will follow ARDOT Local Agency Consultant Selection Procedures, and firms will be evaluated on professional staff, reputation (including civil rights and equal employment opportunity responsiveness), past work performance, and experience with similar projects. After reviewing letters of interest, short-listed firms will be provided a scope of work and asked to submit detailed proposals for further evaluation. The City of Bella Vista reserves the right to accept or reject any responses or waive any information or irregularities in procedure.
