Site work and paving for a mixed-use development in Portland, Connecticut. Completed plans call for site work for a water / sewer project; road / highway; and sidewalk / parking lot.

The project consists of water main replacement, water services, storm drainage, pavement pulverization and reclamation, pavement and curbing, sidewalk replacement, and site restoration. Bids will be received for a single prime contract and shall be on a lump sum and unit price basis as indicated in the Bid Form. Bidders are responsible for printing bidding documents, as printed copies will not be issued. Bids must be accompanied by a Bid Bond in the amount of five percent of the bid. The successful bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the contract price, and comply with Prevailing Wage Rate Laws. State law requires a minimum of 25% of the state-funded portion of the contract be set aside for DAS-certified subcontractors, with 6.25% designated for DAS-certified minority-, women-, and/or disabled-owned businesses. The contract requires affirmative action to ensure equal employment opportunity. The owner is exempt from sales and use taxes on permanently incorporated materials and equipment. Bids cannot be withdrawn for sixty days after opening. The Town reserves the right to reject any or all bids, waive defects or irregularities, and accept the bid deemed in its best interest. All work is subject to applicable laws and regulations. The successful bidder must execute an agreement, and furnish valid certificates of insurance, performance bond, and payment bond prior to starting work. Bidders must ensure they have received all addenda prior to submission.
