The project scope includes approximately 9 acres of clearing and grubbing, 7,900 cubic yards of excavation, lot grading for 14 lots, 1,500 linear feet of 8-inch water line, 1,500 linear feet of 8-inch sanitary sewer main, 200 linear feet of 24-inch to 36-inch storm sewer pipe, 5,000 square yards of 6-inch concrete pavement, 3,125 square feet of 5-foot concrete sidewalk, and 2 streetlights. Each bid must be accompanied by a bid bond or a certified or cashier's check in an amount not less than five percent of the total amount bid, as a guarantee that the successful bidder will enter into the contract and execute the bonds and provide the required insurance certificates within seven days after notification. Bids received after the closing time will be returned unopened. Attendance at the pre-bid conference is mandatory for all prospective bidders or their representatives; no bid will be opened unless the bidder or its representative was present at the pre-bid conference. Copies of bidding documents may be purchased for $100 or obtained electronically at no cost by contacting a representative of the Engineer. The owner is not obligated to accept the lowest bid or any bid and reserves the right to reject any or all bids and to waive any informalities. Considerations for contract award may include unit prices, alternates, time of completion, and financial standings with the District, Hillwood Communities, and the Town of Northlake. No bid may be withdrawn until 120 days after the bids are opened. Compliance with Texas Government Code 2252.908 and completion of related disclosure forms are required if the contract is awarded. Failure to comply may result in the district's inability to execute the contract. Requirements of Subchapter J, Chapter 552, Government Code, may apply and the contract may be terminated for non-compliance.
