Renovation of a detention facility in Moose Lake, Minnesota. Working plans call for the renovation of a detention facility.

The work will be done under one prime contract that includes electrical construction. The scope includes demolition of five transfer switches, one uninterruptible power supply (UPS) with maintenance bypass switch, and one switchboard transient voltage surge suppressor (TVSS). Installation includes three new transfer switches, one new UPS and maintenance bypass switch, and one new switchboard TVSS. Required insurance must be reviewed as outlined in the specifications. Responders must provide a response to each section of the General Proposal and submit a cost proposal response in QuestCDN. Responding companies must have completed at least two contracts of comparable projects as a Prime Contractor since June 2, 2016, each valued at $200,000 or greater, defined as automatic transfer switch(es) replacement within a fully operational secured facility. The Prime Contractor must have a compliant Safety and Health Program and no willful or repeated safety citations with a final order issued within five years. There is a 3% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG ED VO) subcontracting goal, which will not affect the determination of the lowest responsible Prime Contractor. All questions should be submitted to the Soliciting Agent no later than June 23, 2026 @ 2:00 PM CT. The State is not obligated to answer questions submitted after the question due date and time. Craig Fernholz craig.fernholz@state.mn.us Scope of work: 1. Electrical contractor is responsible for the means and methods of demolition and installation of the proposed electrical equipment. Due to the critical nature of this work, Victus has attempted a Sequence of Operations to help the contractor better understand the flow of work throughout the project, equipment needs and when critical work may take place. Upon project award, the electrical contractor may pursue a more efficient process, provided MSOP agrees. 2. ATS-1 (400 amp): a. ATS-1 is being replaced with new one-for-one b. The existing generator will feed a temporary ATS to backup the power and start/stop control wiring shall be provided to EHDP-1-3 while ATS-1 is being replaced. 3. ATS-2 (800 amp): a. ATS-2 is being replaced with new one-for-one b. The existing generator will feed a temporary ATS to backup the power and start/stop control wiring shall be provided to EHDP-1-2 while ATS-2 is being replaced. 4. ATS-3 (600 amp): a. ATS-3 is being replaced with new one-for-one b. The existing generator will feed a temporary ATS to backup the power and start/stop control wiring shall be provided to HDP-1-3 while ATS-3 is being replaced. 1) A pull box (J-box) is anticipated to be placed in ATS-3 existing location and load-side feeders are to be extended with irreversible compression style lugs to the new ATS-3 location. If all other feeders aren't long enough (Normal and Emergency side, they are to be replaced with new, no splices). 5. ATS-4 (400 amp): a. ATS is being removed in its entirety b. Normal feed from the Switchboard HMSB-1-1 to ATS-4 will be removed in its entirety. Switchboard disconnect to be re-labeled as "Spare" and kept in the OFF position. c. Emergency feed from EHDP-1-1 will be removed in its entirety, including disconnect adjacent to EHDP-1-1. 1) Load feed conduit will be intercepted and re-routed to panelboard HDP-1-1. New wires to be installed from switchboard to HDP-1-1. Once complete, HDP-1-1 will be fed from switchboard HMSB-1-1 and not backed up by generator. a) Add Alternate#1: Loads to be relocated to EHDP-1-2 (SEC 1 or 2): (1) Jockey pump to EHDP-1-2 (480v,3-ph,30a) (2) Lighting transformer (480v, 3-ph, 200a) (3) Trash compactor (480v,3-ph,30a) (4) Muffin muncher (480v, 3-ph, 60a) d. The existing generator will feed a temporary ATS to backup the power and start/stop control wiring shall be provided to HDP-1-1 while ATS is being re-fed. 6. ATS-5 (260 amp): a. ATS is being removed in its entirety b. Normal feed from the Switchboard HMSB-1-1 to ATS-5 will be removed in its entirety. Switchboard disconnect to be re-labeled as "Spare" and kept in the OFF position. c. Emergency feed from EHDP-1-1 will be removed in its entirety, including d. disconnect adjacent to EHDP-1-1. e. Load feed conduit will be intercepted and re-routed to panelboard EHDP-1-2. New wire to be installed between EHDP-1-2 and HP-1-1. Once complete, HP-1-1 will be fed from EHDP-1-2 which is backed up by ATS-2. f. The existing generator will feed a temporary ATS to backup the power and start/stop control wiring shall be provided to temporary ATS and HP-1-1 while ATS is being re-worked. 7. Uninterruptible Power Supply (UPS) & Maintenance Bypass Switch: a. UPS & Maintenance Bypass Switch is being replaced with new one-for-one b. Coordinate with facility a minimum of two weeks in advance for shutdown of this work. 8. Surge Protective Device (SPD): a. SPD is being replaced with new one-for-one. b. Disconnect existing SPD and install new
