The City will not entertain any more questions after this deadline. The Commissioner may reject, as non-responsive, bids which are incomplete, conditional, or obscure, or which contain additions not called for, erasures, alterations, or irregularities of any kind. The Commissioner may also waive any such defect he may deem immaterial or non-prejudicial to the City and other bidders. The Commissioner reserves the right to select the bid or proposal; the acceptance of which will, in this judgement, best secure the efficient performance of the work. In addition, the Commissioner may reject any or all bids.
