The Proposal must cover all labor, equipment, materials and all other costs incidental to the work and construction of at the prevailing wage rate: 2026 Paving Project C-1-26-LF Option #1 - Park Drive: Oak Street S. To City LINE Option #2 - Park Drive: City LINE S. To Northfield Drive Option #3 - Agnes Street: Roth Street W. To 16th Street Option #4 - 22nd Street: Oak Street N. To City LINE (N. Side at Walnut Alley) Option #5 - Foster/Plum Street: Chestnut Street S. To Walnut Street OPTION #1 PARK DRIVE: OAK STREET TO CITY LINE Estimated Quantities: 1. Mobilization to site 2. Mill and prep 2" approximately 3,600 SQYD 3. Superpave asphalt base/scratch course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1/2" Depth, approximately 108 Tons 4. Superpave asphalt wear course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1.5" Depth, SRL-L, approximately 324 Tons 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams. 6. Base repair in some areas may be required. These areas will be identified during site walk/preconstruction meeting. 10-15 sqyds OPTION #2 PARK DRIVE: CITY LINE TO NORTHFIELD DRIVE Estimated Quantities: 1. Mobilization to site 2. Mill and prep 2" approximately 850 SQYD 3. Superpave asphalt base/scratch course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1/2" Depth, approximately 26 Tons 4. Superpave asphalt wear course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1.5" Depth, SRL-L, approximately 77 Tons 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams. 6. Base repair in some areas may be required. These areas will be identified during site walk/preconstruction meeting. 10-15 sqyds OPTION #3 AGNES STREET: ROTH STREET WEST TO 16TH STREET Estimated Quantities: 1. Mobilization to site 2. Mill and prep 2" approximately 2,800 SQYD 3. Superpave asphalt base/scratch course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1/2" Depth, approximately 84 Tons 4. Superpave asphalt wear course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1.5" Depth, SRL-L, approximately 252 Tons 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams.100 linear feet 6. Base repair in some areas may be required. These areas will be identified during site walk/preconstruction meeting. 20-30 sqyds OPTION #4 22ND STREET: OAK STREET TO CITY LINE (NORTH SIDE AT WALNUT ALLEY) Estimated Quantities: 1. Mobilization to site 2. Mill and prep 2" approximately 1,970 SQYD 3. Superpave asphalt base/scratch course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1/2" Depth, approximately 60 Tons 4. Superpave asphalt wear course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1.5" Depth, SRL-L, approximately 178 Tons 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams. 6. Base repair in some areas may be required. These areas will be identified during site walk/preconstruction meeting. 10-15 sqyds OPTION #5 FOSTER/ PLUM ST.- CHESTNUT STREET- S. TO WALNUT STREET Estimated Quantities: 1. Mobilization to site 2. Mill and prep 2" approximately 550 SQYD 3. Superpave asphalt base/scratch course, PG 64-22 <0.3 mil ESALS, 9.5MM mix, 1/2" Depth, approx. 17 T 4. Superpave asphalt, wear course, PG 64-22 <0.3 mil ISALS, 9.5 MM mix, 1.5" depth, SRL-L, 50 T 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams 6. Base repair in some areas may be required. These areas will be identified during site walk/ preconstruction meeting. Estimate approximately 20-30 syds. A certified check or bank draft, payable to the order of the City of Lebanon, Negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid. Bids must be submitted unconditionally. No bidder may withdraw sixty (60) days after the scheduled closing time for receipt of bids. This project is subject to the Pennsylvania Prevailing Wage Act, Act 442 of 1961, as amended. Contractors shall pay not less than the minimum wages as determined by the Pennsylvania Department of Labor & Industry for each classification of work performed on this project. Contractors and subcontractors shall comply with all applicable provisions of the Pennsylvania Prevailing Wage Act and shall submit certified payroll records upon request of the City of Lebanon. Contractors and subcontractors performing work on this project shall comply with the Pennsylvania Public Works Employment Verification Act (Act 127) and all applicable federal, state, and local laws and regulations. The contract will be awarded to the lowest responsible bidder, but the City of Lebanon reserves the right to accept or reject any or all proposals submitted. Bids may be held by the City of Lebanon for a period of fifteen business days (15) from the date of bid opening June 22, 2026 for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to the awarding of the Contract. Contractor will have 45 calendar days from the date of the notice to proceed to complete the work. Contract shall be awarded NLT June 26, 2026. All work shall be completed no later than (NLT) Sept 1, 2026 with all pertinent project completion paperwork submitted for processing NLT July 3,2026. The City of Lebanon has established minimum levels of participation for minority and women business enterprise (MBE/WBE) for each project in each bid category to be used solely as a guide in determining bidder responsibility. The minimum participation level for MBEs is 5% and for WBEs is 3%. The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection. The City of Lebanon in accordance with Title VI if the Civil Rights Act of 1964, 78 Stat, 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Non-discrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notified all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color or national origin in consideration for an award.
