The project consists of the renovation of a 2,172 SF office building, including related electrical, mechanical, and plumbing upgrades. Sealed bids will be received at the specified location and time. After opening, bids will be evaluated in accordance with the methods and criteria in the instructions to bidders. The award will be made to the lowest responsible and responsive bidder, considering quality, performance, and the specified time for contract performance. The owner reserves the right to waive any informality or reject any or all bids. A mandatory pre-bid meeting is required. Pre-bid submittals for “or-equal” items are due within 10 days of the advertisement and as outlined in the instructions to bidders. Bidders must show evidence of proper licensing as required by North Carolina law and bid security of five percent (5%) of the bid amount must accompany each bid, subject to the conditions in the instructions to bidders. Bidders must also identify Minority and Woman-Owned Business Enterprise (MWBE) participation in their bid and describe how participation will be achieved. The city encourages and provides equal opportunity for certified MWBE businesses to participate in all aspects of contracting and procurement, with a goal of contracting or subcontracting fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000 or those including $100,000 or more in state funding.
