Below is an outline of minimum items to be considered within the scope of work. Consultants are encouraged to recommend additional analysis that will enhance the content of, and the results reported in the traffic study. For protection of privacy purposes, in all circumstances, observation data obtained, collected and preserved for use in the study, must obscure, block or otherwise render illegible, license plates and names of commercial or private business information displayed on any licensed method of transportation. NOTICE is hereby given that the Borough Council of New Hope Borough, Bucks County, Pennsylvania, will be accepting sealed Proposals via PennBid for a Borough-wide Traffic Study. Proposals must be submitted via PennBid. Questions regarding the Study must be submitted via PennBid by the specified deadline. Submission of a question does not guarantee that it will be answered. Proposals will be considered by Borough Council at a subsequent and duly advertised public meeting. The primary focus of the traffic study will be centered on the following roads in New Hope Borough: PennDOT Roadways North Main Street South Main Street West Bridge Street East Bridge Street South Sugan Road New Hope Borough Roadways (PRIMARY) West Ferry Street West Mechanic Street New Street Stockton Ave North Sugan Road South Sugan Road New Hope Borough Roadways (SECONDARY) East Randolph Street West Randolph Street West Parry Street East Ferry Street East Mechanic Street Riverwoods Drive Oscar Hammerstein Way Old Mill Road Waterloo Street Chestnut Street Buttonwood Street Old York Road Hardy Bush Way Kiltie Drive a. A Field Investigation and observations to assess and verify traffic signal equipment/operational conditions, and the types, locations, placements and conditions of traffic related signage, and also observe traffic and pedestrian signal operations and vehicle and pedestrian response times and movement patterns at the Bridge Street and Main Street intersection. b. Field investigations and observations on traffic and pedestrian flow, traffic data collection (including any automatic traffic recorders ("ATR") and turning movement counts that may be used), and technical analysis of the data collected, to include volume, speed and vehicle classification summaries. c. Field investigations and observations of key crosswalks to determine the pedestrian traffic circulation at the following crosswalks: Bridge St and Main St Bridge St and Chestnut St Bridge St and Ferry St Bridge St and Kiltie Dr (1) Bridge St and Kiltie Dr (2) Bridge St and Old York Rd Bridge St and N and S Sugan Rd N Main St and Parry St N Main St and E Randolph St N and S Main St and E and W Bridge St S Main St and E and W Ferry St S Main St and E and W Mechanic St S Main St and Waterloo St S Main St and Riverwood Dr New St and W Mechanic St W Ferry St and Stockton Ave W Ferry St and Old Mill Rd d. Additional field investigation and observations include the following streets for human or camera observation (Idea is to observe behavior of vehicles at higher intensity streets and intersections, see where visitors attempt to park, how they perform U-turns on residential streets, and also observe larger delivery trucks and their patterns: East Ferry St West Ferry St Main St New St Mechanic St Stockton Ave S Main St e. ATR counts are to be collected over thirty (30) consecutive days to include data. The timeframe should capture a 'fair weather' weekend (clear skies, mild temperatures) - i.e., capturing Borough tourist and traffic activity at 'peak' busy times. Also ideally, the timeframe would capture observations during a peak seasonal/annual event or Borough sponsored special event. In addition, the timeframe for data collection should occur when the New Hope Solebury School District school year is in session. f. Recommendations for recalibration of the signal equipment and/or resetting of timing sequences at, and improvements to, the Bridge Street and Main Street intersection, to facilitate and enhance the safety and efficiency for drivers and pedestrians. Study should expand beyond recalibration of signal equipment. Recommend new technologies that could be incorporated at intersections, such as improved pedestrian signals, etc. g. Turning movement counts, at the intersection of Bridge Street and Main Street, are to be performed from 11 AM to 7 PM on Friday and weekend days and 3 PM to 7 PM on a typical weekday. Data collection should not fall on a holiday or during a special event. h. Identification of traffic flow patterns during events at larger venues such as The Bucks County Playhouse, hotels, New Hope Solebury School District events, Borough approved Special Events, etc. i. Observance of commercial trucks traveling for possible restrictions including sizes of vehicles, delivery hours, delivery parking locations, etc. j. Host two public workshops with residents to receive comments regarding concerns in the Borough. k. Recommendations to add traffic calming and related safety measures, as appropriate. In addition, recommendations for additional Borough personnel, such as crossing guards, to assist in traffic flow. l. Recommendations, if any, for directionality. This may be for consideration for certain special events such as, whether roadways should be changed to one way or two ways, for better traffic flow. m. Discuss and analyze ADA and accessibility compliance for all crosswalks located in the Borough. n. Discussions with, and possible recommendations for, businesses in the Borough regarding their valet or shuttle operations, as these services increase additional traffic flow. o. Discussions with key stakeholders in the New Hope Community including PennDOT, The Delaware River Joint Toll Bridge Commission, Solebury Township and The County of Bucks. In addition, discussions with the New Hope Eagle Fire Company, Central Bucks Emergency Medical Service and the Lambertville New Hope Rescue Squad for their concerns. p. Upon publication of the Traffic Study Report, all data collected by the consultant will be included and forwarded to the New Hope Borough Manager, Peter Gray, only. q. The proposal shall include the cost for in-person attendance of one (1) representative at meetings with staff and the public and Borough Council to present the findings in the study
