Southern Prairie Activites & Recreation Center (SPARC). Construct a new recreation center on NDSCS Property located at 11th Street North and 14th Avenue North. NDSCS has tentatively agreed to a long-term land lease for the rec center. The building and parking lot will sit in the current green space west of the Blikre Activities Center. The draft concept of the rec center building is about 80,000 square feet in size. Some of the proposed amenities include a turf field house, two gymnasiums, indoor play park, walking track, group fitness area, community and senior center gathering spaces, and an indoor aquatics center. A bituminous paved parking lot will be constructed adjacent to the rec center. Wahpeton Parks and Recreation will operate and program the facility. The current Parks and Rec building at 304 5th St. S. may be repurposed. Current estimated cost is $30 million dollars. The public approved an additional 1% sales tax on April 29, 2025 to service a projected $20 million debt over 25 years with the remaining construction costs to be raised from sponsorships, naming rights and donations. The project is included in the City's 2026-2030 Capital Improvement Program (CIP).
