The Benton County Community Development Department, in coordination with the Board of Commissioners, is seeking qualified professional planning consultants to provide expertise in updating Benton County’s 2007 Comprehensive Plan. The scope of work includes following Oregon's voluntary Periodic Review process to ensure alignment with statewide planning goals and addressing local priorities. Building on previous work, the next phase will focus on community engagement and governance, economic development and fiscal sustainability, managed growth, land use and scenario planning, infrastructure, natural resources and resilience, and development code updates and intergovernmental coordination. Proposals should detail action strategies, methodology, robust public engagement, and the creation of a scenario planning model with three to four alternative future scenarios. The preferred scenario should guide updates to policy relating to land use, economic development, housing, climate resilience, natural resources, hazard preparedness, and infrastructure planning. The consultant will also refine the project scope and timeline, assist in task prioritization, and set a schedule to achieve project goals. Proposals must be submitted electronically as specified, with adherence to any addenda or clarifications posted online.
