Site work and new construction of a mixed-use development in Effingham, Illinois. Completed plans call for the construction of a 7,200-square-foot, one-story above grade pre-engineered storage facility; and 182-square-foot, one-story above grade playground / park / athletic field.
The project consists of furnishing and constructing a new 120 x 60 single-story, pre-engineered steel structure with concrete side walls and foundations, as well as an alternate bid for a 17'-4” x 10'-6” block CMU restroom, and other associated building and utility work. Each proposal must include the name of all interested persons or firms and must be accompanied by a bid bond, bank cashiers check, bank draft, or certified check for at least five percent of the bid amount. A surety bond for the full award amount is required. Required qualifications for General Contractors include a minimum of five years of commercial construction experience or previous municipal construction experience, and the ability to provide three letters of reference from previous projects upon request. Proposals must be submitted on the form provided by the City and enclosed in a sealed envelope labeled 'Community Park Storage Building.' Bidders must be on the Official Plan Holders List, and bids may not be withdrawn for 45 days after opening. Contractors must pay at least the prevailing wage and comply with the Illinois Wages of Employees on Public Works Act, and monthly certified payrolls must be submitted. Work is also subject to the Illinois Substance Abuse Prevention on Public Works Project Act.
