The project work shall consist of sewer rehabilitation and related appurtenances and equipment, including all labor, materials, and equipment necessary to complete the construction in accordance with the Contract Documents. Bidders must register with the issuing office prior to the Bid Opening by submitting full payment of the non-refundable registration fee. Full physical sets of complete bid documents are available for an additional fee, and partial sets will not be provided. Each bid must be accompanied by a Bid Guaranty and Contract Bond, or, in lieu of the bond, a Cashier’s Check, Certified Check, or Letter of Credit for ten percent of the contractor’s bid as bid security. Upon signing the contract, a 100 percent Performance Bond and a 100 percent Labor and Material Payment Bond are required if a check or letter of credit was provided. All applicable state, federal, and local requirements and forms included in the bid specification packet must be completed and submitted with the bid. Each bid must include the bidder’s full name and all persons interested, as well as evidence of experience on projects of similar size and complexity. Contractors and subcontractors must pay prevailing wages as established by the Ohio Department of Commerce and comply with equal employment opportunity requirements. All contractors and subcontractors must, to the extent practicable, use Ohio products, materials, services, and labor for the project. The owner reserves the right to reject any or all bids, waive minor irregularities, and accept the bid that is in their best interest.
