Project generally includes road reconstruction, subgrade treatment, maintenance of traffic, and striping of Horton Road within the City of Westfield. Bids shall be properly and completely executed on the Proposal Form obtainable at the office of the Owner. Each bid must be accompanied by Form 96 Contractor's Bid for Public Works, including Non-Collusion Affidavit, completely filled out, signed, and notarized, Contractor's Financial Statement (Section III of Part II of Form 96), and acceptable bid security. Bid security must be a certified check payable to the Owner or satisfactory bond by an incorporated surety company qualified in Indiana, in an amount equal to 5% of the bid. Any bid not accompanied by these items will be deemed non-responsive. No consideration for escalation on prices will be considered. Contractors awarded work must furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price. No bidder may withdraw their proposal within 60 days after the bid date. The City reserves the right to retain the three lowest bid proposals for up to 90 days, waive informalities, award the contract to the lowest and most responsible bidder(s), or reject all proposals.
