To design for the construction of a new interchange and access road connecting 31W and Interstate 65 in southern Warren County. The purpose of the project is to improve regional connectivity, mobility, and safety between the local roadway network and I-65 in southern Warren County to support current and future transportation demands. Currently, there is a fourteen-mile section of I-65 lacking local access, which forces traffic toward Bowling Green to enter the interstate, creating inefficient travel patterns for both local residents, emergency services, and regional freight. Warren County experienced an 11% population increase overall between 2020 and 2025, reaching a population of 150,000 in 2025. This population is also forecast to grow to 233,000 by 2050, placing significant pressure on the existing transportation system. Ongoing and planned property development in southern Warren County is leading to increased traffic and mobility delays. The existing road network requires improved connectivity to ensure safe and reliable access for all users and to provide more direct routes for emergency services both now and in the future.
