Reference Number 0000427037 This project involves providing services including, but not necessarily limited to the acquisitions of land, rights of way, easement, real estate appraisal (friendly and through condemnation), etc. on behalf of the City in an effort to advance the City's SE Trail Phase 1A Capital Improvement Plan (CIP) project. Selected ROW agents and/or Land Services firm(s) will assist the City of Balch Springs with the requests for donations and acquisitions of certain properties identified by the City of Balch Springs SE Trail Project Map titled as Exhibit A. Question Deadline 06/22/2026 at 1:00 PM CT Questions are submitted online No The firm hired is to provide land acquisition services, including right of way (ROW) and easements but not limited to the following areas: a. Initiate meetings with property owners to request donation or sale of property needed for right-of-way, or easements, and discuss the merits and benefits of the project with owners. b. Order title commitment policies and cure exceptions (subordination of liens, heirship affidavits, property line disputes and other title defect matters set out in the title report) before closing. Title reports will be ordered by the firm and paid for by the City of Balch Springs. Copies of the title reports, and other documents, will be delivered to the City of Balch Springs. c. Conduct subsequent meetings with property owners to discuss donations or sale of property and negotiate a final settlement. d. Once a final settlement is negotiated, prepare and deliver Memorandums of Agreement outlining the expectations of the owners, and the City of Balch Springs, to property owners for signing. Memorandums of Agreement will outline expectations of the owners and city concerning the transfer of property and/or easements. Prepare and deliver Warranty Deeds and easement documents to property owners for signatures. Deliver aforementioned documents to city staff. e. Prepare and make offers for acquisitions based on Dallas County Central Appraisal District (DCAD) land values, appraisals, or other amounts as directed by city staff. Order property appraisals as directed by city staff. f. Selected contractor(s) shall have the ability to provide property appraisals for both friendly and condemnation related property acquisitions, through either in-house resources or, by sub-contracting appraisal services. Event pre-bid note: All verbal responses to questions at the Conference are non-binding to the City, only responses to written questions that are responded to by the City of Balch Springs in written communications will be official. Oral instructions or information concerning the RFQ solicitation given by City staff or personnel will not bind the City and should not be considered authoritative when assembling responses.
