Site work and renovation of a parking garage in Springfield, Massachusetts. Completed plans call for the renovation of a parking garage; and for site work for a parking garage.

Trade contractor prequalification for the Cross/Willow Street Parking Garage project, covering masonry, miscellaneous metal, waterproofing, roofing and flashing, painting, elevators, fire suppression, plumbing, HVAC, and electrical work. Questions must be submitted to the Procurement Officer via written correspondence before 2:00 PM EST on Wednesday, June 17, 2026 (Email: apham@springfieldcityhall.com). The project consists of the construction of the new Willow Street Parking Garage located at 22 Cross Street in downtown Springfield, Massachusetts. The project is being developed for the Springfield Redevelopment Authority and includes the construction of a new multi-level structured parking facility intended to support downtown development, parking demand, and surrounding commercial activity within the Central Business District. The design team has completed schematic design and is advancing the project toward future phases of design and construction procurement. The project includes associated site improvements, utility infrastructure, drainage systems, streetscape improvements, lighting, security systems, fire protection systems, and traffic coordination within an active urban environment. Construction activities will require coordination with adjacent streets, utilities, nearby properties, and ongoing downtown operations throughout the duration of the work. The use of early enabling, utility, foundation, and structural packages may be implemented to maintain the overall project schedule and sequencing requirements. Other Project Information: o New structured parking garage located at 22 Cross Street, Springfield, MA o Owner: Springfield Redevelopment Authority (SRA) o Approximate five-level parking structure o Located within the City of Springfield Central Business ("Business C") zoning district o Project includes associated utility relocations and infrastructure improvements o Includes sitework, drainage, paving, sidewalks, landscaping, lighting, fire protection, security, and electrical systems o Project site is located within an active downtown urban environment requiring traffic and pedestrian coordination during construction o Construction will require coordination with City of Springfield DPW and Springfield Water & Sewer Commission o Project includes demolition, enabling work, erosion control, and utility coordination packages o Structured parking facility includes integrated mechanical, plumbing, electrical, fire alarm, and security systems o Building height approximately 61 feet to parapet Anticipated Construction Schedule (for new building): 09/1/2026-11/21/2027
