Questions must be submitted before 4:00 pm on June 23, 2026. The City of Lompoc is looking for qualified applicants to furnish all labor, materials, mobilization, equipment, tools, and services to rehabilitate Well 8 to City and State Standards and Specifications. These specifications represent features best suited to the intended use of the department. Judgment of the exceptions is to rest with City of Lompoc Purchasing Division. Bid security shall consist of a bond issued by a licensed and duly qualified corporate surety, or the equivalent in cash, money order, cashier's check, certified check, unconditional letter of credit, or other form satisfactory to the City Attorney. Bond shall be payable to the order of the City, amounting to ten percent (10%) of the bid, or by a bond in said amount and payable to said City, signed by the bidder and a corporate surety, or by the bidder and two sureties who shall justify before any officer competent to administer oaths, in double said amount over and above all statutory exemption. The Contractor is to provide administrative, management, and related services as required to coordinate the mobilization, rehabilitation, reinstallation and testing of equipment. Contractor will restore the work site to the same conditions as it was at the start of the project. All work for this Project to be completed in accordance with the City's objectives for cost, time, and quality. The Contractor is to administer all general conditions and manufacture support activities on behalf of the City. Contractor is responsible for providing workmanship that conforms to industry standards, including adhering to all safety requirements. No work shall begin until a detailed project schedule has received approval from the City, and the City issues the Contractor a Notice to Proceed. The Contractor understands that there will be some coordination with City officials and City staff on developing the design, but the City will rely on the Contractor to provide professional recommendations on design, equipment, and viable configurations. All phases and tasks identified below are to be completed by the selected Contractor. PHASE 1 - PRETREATMENT The main purpose of pretreatment is to mechanically remove any scaling, film, and mineral encrustations from the inside of the casing and the gravel pack in order to restore the maximum open area through the well screen prior to treatment. Task 1 - Mobilization and Site Safety Plan. Mobilize equipment needed for project, including pump rig, brushes and bailers, dispersant/swab tool, jetting tool, zone pump tool, mixing tank, booster pump, storage tanks (two, approximate 21,000-gallon frac tanks), and temporary piping/valving. A site-specific safety plan shall be prepared by Contractor for Contractor use that addresses the chemical and physical hazards associated with the project. Task 2 - Remove Well Shack and Pump. Lift well shack and set aside to access pump. Remove pump. Inspect pump column and pump for wear and damage. Task 3 - Pre-Treatment Video Survey. Perform a color video camera survey of well, using both vertical and side-scanning lenses to record a detailed inspection of the condition of the well casing and screens. Prior to the survey, the well shall be continuously and adequately flushed with clean water to reduce turbidity and provide clear viewing. A video log of the report shall be submitted following the survey, along with two digital copies of the survey Task 4 - Brushing and Clean-Out. Add 3 gallons of Cotey MUD-NOX detergent or approved equal to well and agitate with surge block or bailer. Use a nylon brush to brush and clean the screened intervals, and a steel wire brush to brush blank casing walls. Work the brush up and down through 20-foot sections for approximately one-hour per section, run 3 passes (8 hours total). Air lift sediment into frac tank to clean out well. PHASE 2 - TREATMENT The treatment phase involves chemical and mechanical efforts to break apart, and dissolve precipitated mineral deposits and biofilms from interstitial voids in the gravel pack and surrounding Task 5 - Fluid Management. Provide adequate on-site tanks for fluid storage, neutralization, Performance Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Performance Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. In the event the bidder to whom an award is made fails or refuses to perform under or to execute the contract, if required, within eight (8) calendar days from the date of receiving notification of award, the City may declare the bidder's bid deposit or bond forfeited as damages caused by the failure of the bidder to enter into the contract, and may award to the next lowest bidder, or may call for new bids. Labor and Materials Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Labor and Materials Bond in an amount equal to one hundred percent (100%) of the total amount of the contract.
