EllisDon is seeking interest for support services required for early site operations for the Future Aircrew Training (FAcT) Program at CFB Moose Jaw (15 Wing), Saskatchewan, as part of Early Works Package A. The project involves supporting the construction of a multi-building campus including training, simulation, hangar, accommodation, and support facilities for aircrew training operations. Support service examples include supply, delivery, setup, maintenance, and removal of site trailer complexes; trailer rentals and site compound setup; furniture, appliances, and office fit-out; cleaning and maintenance of temporary facilities; washcars, portable toilets, water servicing, and ongoing maintenance; equipment supply and operators; traffic control equipment, setup, and site logistics support; generator supply, installation, operation, and maintenance; temporary water systems and site servicing; waste management; environmental controls; safety and first aid supplies, safety training, and drug testing; fire extinguishers and site safety equipment; delivery, hook-up, dismantling, and transport of temporary systems; and project signage, drawing reproduction, and site administration services. Indigenous-owned businesses and joint venture partners are strongly encouraged to express interest, particularly where they can provide direct services, supply, or partner with other vendors. A minimum Indigenous Participation Plan target of at least 5% of subcontract value is required, with a broader objective of maximizing participation where commercially viable. Certain on-site activities may require Designated Organization Screening at the Reliability level. Early works construction is currently anticipated to commence Fall 2026, with building foundation work to begin early 2028, subject to project approvals.
