Early Works Package for the Future Aircrew Training (FAcT) Program at CFB Moose Jaw (15 Wing), Saskatchewan, part of a broader multi-site program that also includes CFB Winnipeg and the Southport Aerospace Centre in Manitoba. Work will include removal, relocation, and tie-ins of underground utilities; fence installation (construction and GRA fencing); and asphalt paving repairs. TIMELINE: An Advance Notice has been issued to notify the industry of the upcoming tender opportunity for Early Works Package (A). The project requires an Indigenous Participation Plan (IPP) with a minimum target of at least 5% of subcontract value, focusing on employment, subcontracting, and training opportunities for Indigenous businesses and communities in Saskatchewan and Manitoba. Security clearances at the Reliability level may be required for certain on-site activities. Interested parties are encouraged to identify themselves and demonstrate support for Indigenous participation through partnerships, subcontracting, or workforce development initiatives. Early works construction is currently anticipated to commence Fall 2026, with building foundation work to begin early 2028, subject to project approvals.
