Question Deadline 07/01/2026 at 4:00 PM ET Questions to: Josh hager 2019 Washington Street, East Charleston, WV 25305 Fax: (304) 558-3970 email Joseph hagerlll@w.gov GENERAL SUMMARY: Horizontal Directional Drill and Conduit Installation: The Coopers Rock State Forest electric is served by a single phase, single conductor 7.2KV which originates on the North side of I68, at the Park Office and proceeds overhead to an underground crossing point installed as part of the original construction of I68. The steel conduit is suspect and its failure or poor condition could leave the majority of the Forest without power until a replacement conduit was installed. As such, and in preparation for an overhead lines replacement project, new conduit(s) must be installed to follow in the path and right of way of the original conduit. Generally, this project is to perform a horizontal direction drill, utilizing a remote, tracked, steerable horizontal drill head, followed by a conduit pullback under I68 and County Route 73/73. Both the starting and ending points occur outside the WVDOH right of way, on Forest property. The drill will be continuous under both roadways with an approximate length of 500 feet, point to point and not accounting for elevation changes. Primary access to the North bore pit will be by the right of way on forest property and disruption of traffic on County Route 73/73 will be minimized. Should it have to be utilized, the Vendor will provide any traffic control required by WVDOH on County Route 73/73, including any planning required, as part of the bid, to meet WVDOH requirements. The base bid project will install 2 - 6" SDR 9 HDPE conduit conduits in parallel.
