Site mass grading for the Legacy Park development Filing 1. Cutoff Date for receipt of questions 25th day, June 2026, 12:00 a.m. Date for final addendum 29th day, June 2026, 12:00 a.m. Q/A:- All questions about the meaning or intent of the Contract Documents prior to Bid submittal are to be submitted to the District Engineer, Horizon Site Management, LLC: Jesse Peckham, PE at peckhamjessel@gmail.com. All questions must be in writing via e-mail. Any replies that the District elects to make will be made through the issuance of written addenda. 1) All mobilization / demobilization for completion of the Project. 2) All bonding cost shall be included in this schedule of value line item. 3) Toil Soil to be all stockpiled in location per the included Top Soil Exhibit unless otherwise approved in writing by District Construction Manager or District Engineer. 4) Stockpiles shall comply with SWAP / Permit requirements of 8ft max height and 4:1 side slopes. See Item 9 for additional information. 5) All fill to be placed / compacted per the attached geotechnical report specifications. Any questions or clarification on the report must be submitted on or before the cutoff date for receipt of questions. 6) Site Grading tolerances per Exhibit. Verification / as-built survey to be completed by district. Correction grid stakes to be provided up to 2x at district expense. Additional corrections will be at Contractor's expense. 7) Top Soil to be respread upon grad approvals in areas as identified in Exhibit. Interim top soil stock piles may be used upon District Construction Manager approval. 8) ROCK is defined as follows: Rock" shall be defined as solid, unweathered geologic material in place that cannot be excavated, removed, or loosened by conventional heavy-duty earthmoving equipment, including: o A crawler tractor of at least 250 horsepower equipped with a single-tooth ripper, and o A hydraulic excavator with a minimum operating weight of 70,000 pounds (approximately 35-ton class) equipped with a standard bucket, operating under normal conditions o And that requires systematic drilling and blasting or the use of specialized rock-breaking equipment for removal. Subsurface materials may be classified as rock where Standard Penetration Test (SPT) refusal is encountered, defined as: o Fifty (50) blows or greater required to achieve three (3) inches of penetration, or o Practical refusal conditions as documented in the geotechnical report, provided that such conditions are consistent with the excavation criteria above. Rock shall be limited to: o Continuous ledge rock formations, and o Detached boulders exceeding one (1) cubic yard in volume. The following materials shall not be classified as rock unless they meet the above rock criteria: o Hardpan, caliche, or cemented soils o Weathered, fractured, or decomposed rock o Shale, sandstone, or other stratified materials that can be ripped or excavated o Cobbles, gravel, or boulders less than one (1) cubic yard o Any material that can be removed with conventional excavation equipment, including the excavator described above, with or without ripping
