Walton County Central Purchasing Department is soliciting quotes from qualified firms to perform a building inspection and condition assessment of the Central Purchasing facility located at 176 Montgomery Circle, DeFuniak Springs, FL 32433. The work also includes preparing simplified drawings of a proposed new office layout. The purpose is to obtain an independent professional evaluation of the facility's current condition and to produce layout drawings to support the County's internal planning process and, if applicable, permitting for the proposed remodel. 2.1 Facility Facility Name: Walton County Central Purchasing Department Address: 176 Montgomery Circle, DeFuniak Springs, FL 32433 Approx. Footprint: 78 ft (E-W) x 50 ft (N-S) 2.2 Task 1 -- Building Inspection & Condition Assessment The contractor shall conduct a visual, non-destructive inspection of the facility and evaluate the general condition of the building and major building components, including but not limited to: o Structural elements -- foundation, framing, load-bearing walls, and load-bearing components o Roof system and drainage o Exterior walls and building envelope o Interior walls, ceilings, and flooring o HVAC systems o Electrical systems o Plumbing systems o Doors and windows o Evidence of water intrusion, moisture damage, or structural distress o General life-safety observations Inspections are intended to provide a high-level professional assessment. Destructive testing is not anticipated unless separately authorized by the County in writing. 2.3 Task 2 -- Written Assessment Report The contractor shall prepare a written report documenting observed conditions, including: o Summary of overall building condition o Identified deficiencies, structural concerns, or deferred maintenance issues -- with particular attention to any load-bearing wall implications for the proposed remodel o Photographic documentation supporting key observations o Professional recommendations regarding feasibility of continued use, renovation, or replacement o Rough order-of-magnitude repair/renovation considerations where reasonably determinable The report shall be delivered electronically in PDF format. The contractor shall prepare a simplified as-built floor plan drawing of the facility reflecting current room configurations, approximate dimensions, wall locations, and major fixed elements. 2.5 Task 4 -- Proposed Office Layout Drawing 2.4 Task 3 -- Existing Conditions Floor Plan The contractor shall prepare a simplified floor plan drawing depicting the County's proposed new office layout, based on the concept provided as Exhibit A to this ITQ. The drawing shall show: o Proposed room layout and primary partition/wall locations o Approximate room dimensions o Key program elements (offices, conference rooms, service desk, restrooms, storage, warehouse/shop area) o Notation of any walls identified in Task 1 as potentially load-bearing that may be affected by the proposed layout The drawing is intended to support internal planning and, if needed, building permit submittal. It is not required to be construction-document quality unless the County separately requests that level of detail. 2.6 Task 5 -- Licensed P.E. / Architect Stamp (If Required) If the Walton County Building Department requires sealed drawings for permit submittal, the contractor shall provide a Florida-licensed Professional Engineer (P.E.) or Architect (AIA) stamp on the applicable drawings. Vendors shall quote this as a separate line item (Line 5 in the Pricing Proposal). Vendors who do not hold a Florida P.E. or Architect license may still quote Lines 1-4. The County reserves the right to award Line 5 separately or to a different firm. 2.7 Coordination & Site Access The contractor shall coordinate site access with Jason Cutshaw, Purchasing Director, prior to conducting inspections. County staff may accompany the contractor during site visits. Vendors are responsible for familiarizing themselves with site conditions prior to submitting a quote.
