The Municipality is under no obligation to accept either the lowest tender or any of the tenders received, and accepts no liability towards any of the tenderers should all tenders be rejected. The contract is awarded by decision of the Municipal Council, at its sole discretion, and the Municipality shall not be bound in any way other than by a resolution of its Council
