Expansion of Water Reclamation Facility, including installation of new screen, construction of new activated sludge system, construction of new clarifier splitter structure, construction of new clarifier, replacement of existing clarifier equipment, construction of new UV disinfection structure, replacement of existing gravity thickener equipment, replacement of aerobic digestion equipment, construction of new blower and electrical building, construction of new sludge storage building, and other site work. The Bid must be accompanied by Bid Guaranty and Contract Bond for the full amount of the Bid or Bid security made payable to OWNER in an amount of 10% of the Bidder’s maximum Bid price. CONTRACTOR shall pay wages to each laborer and mechanic at a rate not less than the higher of the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce or the provisions of the Davis Bacon Act. Any Contract or Contracts to be awarded are expected to be funded with assistance from the Ohio Division of Environmental and Financial Assistance Water Pollution Control Loan Fund (WPCLF) and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including small, minority, and women owned businesses, are encouraged to submit Bids for this Project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. All iron and steel products used on the project shall be produced in the United States and comply with the American Iron and Steel requirements. OWNER reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 110 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
