Renovation of a military facility in San Diego, California. Completed plans call for the renovation of a military facility.

The project requires all design and construction necessary to modernize the space, improve the customer experience, and replace outdated equipment across the ITT Center, Library, Gaming area, Brewhouse, food storage areas, meeting rooms, offices, and restrooms. The work includes all demolition, installation, renovation, temporary construction, and restoration necessary to deliver a complete and usable facility. Scope of work includes site investigation, site development and design, procurement and use of materials, demolition of existing elements, and all other construction and renovation efforts required to fully execute and complete the project in accordance with the described requirements. Project Location: The project is located at the Community Recreation Center (Bldg. 45) on the Navy Base San Diego installation, physical address being 45 Brisner St, San Diego, CA. B. Project Description: The project includes all design and construction necessary to modernize the space, improve the customer experience, and replace outdated equipment, ITT Center, Library, Gaming area, Brewhouse, along with food storage, meeting rooms, offices, and restrooms as described herein; including all demolition, installation, renovation, temporary construction and restoration necessary to produce a complete and useable facility. C. Project Budget: The total funds available for design and construction of the facility is $4,354,062.20. Proposals over this amount may not be considered. The Offeror shall refer to Section L for additional information regarding pricing. C-2. SCOPE OF WORK A. All Work shall be in accordance with the most stringent requirements of the applicable codes, laws and requirements governing Navy Base San Diego, and all other Authorities Having Jurisdiction (AHJ). B. The Work includes, but not limited to: 1. Site Investigation: The Contractor shall provide all surveys (topographical, geotechnical, vegetative, etc.) and perform all necessary site investigation utility locates (including, but not limited to, sub-surface utility "pot holing") as required to complete the design and/or construction of the project. All site investigation activities shall be coordinated with appropriate Installation personnel through the Contracting Officer's Representative (COR). 2. Site Development and Design: The Contractor shall provide complete architectural, civil, structural, mechanical, electrical, landscape and fire protection designs, required to construct the facility in accordance with all codes, laws and requirements. Contractors shall further develop a design, conduct a code review, and improve on the design to meet all the program requirements. The Contractor shall refer to Section H for additional information regarding design submittal requirements. 3. Materials: The Contractor shall provide all new commercial grade materials, furnishings, equipment and fixtures, including all required accessories, necessary to produce a complete and useable facility. Additionally, the Contractor is responsible for all material handling, staging, delivery/transportation, receipt confirmation, loading/unloading of all materials, including any lifting equipment required, during all phases of work. 4. Demolition: The Contractor shall remove and dispose of all existing finishes and material, including but not limited to, flooring, equipment, fixtures, finishes, two existing abandoned air-cooled chillers, associated pumps, abandoned original gas-fired boiler, all existing disconnects serving equipment that will be removed or no longer be in use shall be demolished back to source, and furniture as specified herein. The Contractor shall protect existing adjacent materials, especially structures and elements existing to remain, from any and all damage during the work, by utilizing walk pads, construction screens and other industry best practices protection methods. Any and all questions regarding the design, coordination, or interpretation of RFP requirements during the proposal phase shall be directed in writing to the Contracting Officer prior to submitting an offer.
