Project work consists of installation of a new fiber optic communication line between UND/NDUS Data Center and UND Airport Flight Operations Center. Responses may only be submitted on the UND's Jaggaer portal using the forms contained in the Contract Documents. Bidders must submit cost items entered into the Jaggaer portal, a bid bond form, and a North Dakota Contractor's License. Bidders must submit three clearly marked responses in Jaggaer: Company Name Contractor's License, Company Name Bid Bond, and Company Name Bid Form. Proposal forms must be completed as specified and all questions answered per project specifications and uploaded in the response. A bid bond executed by a corporation authorized to contract as a surety in the State of North Dakota, in an amount not less than 5% of the bid amount, must be included in the bid bond response. The bid security must be made payable to the University of North Dakota without conditions. The bid security will be forfeited as liquidated damages if the successful bidder fails or refuses to enter into a contract within ten days after contract award. No bidder may withdraw their bid within sixty days after opening. The bid bond of the three lowest bidders will be retained until the contract is awarded and executed, but no longer than sixty days after the Bid date. All bidders must hold a valid North Dakota Contractor's license of the proper class for the full amount of the bid and must have held such license at least ten days prior to the bid deadline. A copy of the license or certificate of renewal must be included in the bid security response. Bids not complying with bond and license requirements will be returned. Proposals must use the supplied bid form; failure to do so may result in rejection. The Owner reserves the right to reject any and all bids, to waive irregularities, and to rebid until satisfactory bids are received. The lowest responsible bidder will be selected based on bid amount and past performance, including workmanship, schedule adherence, and key personnel qualifications. Post bid interviews may be required, with resumes of key personnel to be submitted at that time. Upon contract execution, the successful bidder must provide a certificate from the State Tax Commissioner showing all state taxes have been paid, Workers' Compensation Insurance Certificate, Certificate of Insurance including North Dakota Stop Gap and Builder's Risk coverage, Company Safety Manual, Performance and Payment Bond, and Waiver of Subrogation. The project will be phased as defined in the Drawings and Project Manual. Occupancy and life safety systems must be maintained during construction. Contract Documents.
