Proposals are requested from qualified consultants to provide public outreach for the Measure M Environmental Mitigation Program. The budget for this effort is $150,000 for a three-year initial term. The successful Offeror must demonstrate experience in similar work, staffing capability, a stable and qualified project team, and understanding of the Authority's needs. Responses should include: a profile of the firm, financial condition, relevant experience, references, identification of subcontractors, and any lobbying or advocating services. Proposed staffing and project organization, key personnel, labor resources, and organization charts are required. The work plan must describe the approach, sequence of activities, quality control, and any anticipated issues. Offerors are encouraged to suggest enhancements or technical innovations to the scope of work that do not materially alter project objectives. Any exceptions or deviations to requirements must be clearly identified and substantiated. Pricing is to be provided on the designated summary sheet. All proposal submissions are electronic, must comply with specified formatting guidelines, and must be concise, clear, and relevant.
