Bridge replacement with Double Cell 15ft x 10ft Precast RCB Culvert and associated urban roadway reconstruction. All bids shall be contained in a sealed envelope, plainly marked showing that such envelope contains a bid for the above project. In addition, the bidder shall place upon the exterior of such envelope the name of the Bidder and acknowledgement of the Addenda. The Bidder shall submit a separate sealed envelope containing bid security in accordance with the Instructions to Bidders and a copy of North Dakota Contractor's License or Certificate of Renewal. All bidders must be licensed for the full amount of the bid as required by Section 43-07-12 of the North Dakota Century Code. No Bid will be read or considered unless it fully complies with the bidding requirements. Contracts shall be awarded on the basis of the low bid submitted by a responsible and responsive Bidder for the aggregate sum of all bid items as defined in the Bidding Documents. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed sixty (60) days, to accept the bid deemed most favorable to the interest of the Owner, or to rebid the project until a satisfactory bid is received.
