Reference Number 0000428113 The Auraria Higher Education Center (AHEC) is seeking Documented Quotes for the Capital IT, Phase I project which entails installing and terminating fiber from Confluence Building to Boulder Creek Main Distribution Frame (MDF) rooms. All materials, labor, including testing, and terminations must be provided in the quote. Requirements: 24F Singlemode OSP Armored fiber (roughly 3500') Maxcell 3" 3 cells (roughly 500') 24-ST Splice Cassette Fiber Installation Testing and Acceptance 1. Fiber Optic Cable Testing Requirements The Contractor shall perform testing on all installed fiber optic cable segments upon completion of installation and termination. Testing shall be conducted using calibrated test equipment and in accordance with applicable industry standards, including TIA, ANSI, and applicable manufacturer requirements. Testing shall include: o Optical Loss Testing (OLTS) for all fiber strands. o Optical Time Domain Reflectometer (OTDR) testing for all backbone fiber segments. o End-to-end continuity verification of all fibers. o Verification of correct fiber strand identification and labeling. o Inspection and certification of connector end-face cleanliness and quality. 2. Acceptance Criteria The installed fiber optic cabling system shall be considered acceptable when: o All fiber strands demonstrate continuity without breaks, shorts, or crossed connections. o Measured insertion loss does not exceed the calculated loss budget or manufacturer specifications. o OTDR traces show no significant events, reflections, bends, splices, or defects exceeding specified limits. o Connector reflectance and return loss meet manufacturer and project requirements. o All fiber terminations are properly labeled and correspond to project documentation. o All installed components are free from physical damage and installed in accordance with approved construction drawings. 3. Documentation Requirements The Contractor shall provide the following documentation prior to final acceptance: o Electronic copies of all OTDR test results. o Electronic copies of all insertion loss test results. o Fiber strand assignment schedules. As-built drawings showing cable routes, splice locations, and termination points. o Certification that all testing equipment used was calibrated within the manufacturer's recommended interval. o Warranty documentation for installed materials and workmanship. 4. Final System Acceptance Final acceptance of the fiber optic installation shall occur upon: 1. Completion of all installation activities. 2. Successful completion of required testing. 3. Submission and approval of all test reports and as-built documentation. 4. Correction of any deficiencies identified during inspection or testing. 5. Written acceptance by AHEC or AHEC's designated representative. Each fiber strand shall pass bi-directional insertion loss testing at the operating wavelengths specified for the fiber type. Measured attenuation shall not exceed the calculated link loss budget plus 0.5 dB margin. Any fiber strand failing to meet these requirements shall be repaired or replaced by the Contractor at no additional cost to AHEC and retested until compliant. Typical Single-Mode Fiber Standard For single-mode fiber installations: o OTDR testing at 1310 nm and 1550 nm. o Insertion loss testing at 1310 nm and 1550 nm. o Maximum connector loss: 0.5 dB per mated pair. o Maximum splice loss: 0.1 dB average per fusion splice. o Fiber polarity verified end-to-end. See Appendix D for manhole locations: 1->16->2->3->15->4 The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Documented Quote. Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State. Bidders shall reference the drawings, specifications, and supporting documents in the Appendices for an understanding of the entire scope of the project.
