The scope is to furnish and deliver settling aids or polymer to the PVSC final clarifiers for a one-year period. All bids must be submitted using the provided forms, filled out in black ink with both words and figures, and signed by the bidder with the business address included. Proposals must be enclosed in opaque sealed envelopes addressed to the Passaic Valley Sewerage Commission, with the bidder's name and address on the outside. Bids forwarded by mail must be enclosed in another envelope as specified and preferably sent by registered mail. If delivered by express carrier, use the restricted address provided. The outside envelope must clearly identify the bid number, contract name, and bid opening date. Failure to follow this procedure will result in rejection. Evidence of responsibility, financial resources, ability, experience, and appropriate plant to execute the work and fulfill all contract requirements must be furnished. Each bid must include a certified check or bid bond in an amount not less than $1,500.00, properly executed and enclosed with the bid. Certified checks must be drawn upon a National Bank or Trust Company doing business in New Jersey and payable to the Passaic Valley Sewerage Commissioners. Bid bonds must have surety authorized in New Jersey and listed in the current Federal Register, Department of the Treasury Circular 570. All bidders must complete a Statement of Ownership of all owners of 10% or more of the corporation's stock and hold or obtain a New Jersey Business Registration Certificate, providing proof with the bid submission.
