The Union City Downtown Development Authority seeks proposals for a comprehensive market analysis and development feasibility study to support the creation of a vibrant downtown/town center district. The consultant will: - Identify the most viable location for a catalytic Town Center district. - Develop a signature downtown identity unique to Union City. - Create a walkable, mixed-use district plan focused on human-scale urban design. - Recommend a civic or cultural anchor such as a public plaza, performing arts theater, or cultural center. - Identify opportunities for restaurants, boutique retail, residential over retail, office space, and cultural venues. - Design public spaces including civic plazas, streetscapes, art corridors, and green spaces. - Provide an economic development strategy to attract investors. - Deliver an implementation strategy covering phasing, financing tools, public-private partnerships, and policy recommendations. Scope of Services includes: A. Market and development feasibility: Analyze demographics, retail/restaurant demand, residential potential, entertainment demand, and competitive districts. B. Site analysis: Evaluate available land, redevelopment opportunities, connectivity, and infrastructure needs. C. Downtown/town center master plan: Develop a conceptual master plan with street grids, urban design, building heights/form, land use mix, and public space framework. D. Catalyst development strategy: Identify anchor projects like arts centers, plazas, mixed-use blocks, and entertainment corridors. E. Implementation strategy: Prepare a phased development strategy, financing tools (e.g., TADs, Opportunity Zones), and governance recommendations. F. Project deliverables: Downtown vision report, conceptual master plan, renderings, economic strategy, implementation roadmap, and presentation to DDA and City Council. All work products will be owned by the City. Instructions to Bidders: - Proposals must be submitted as two separate attachments: Technical Proposal and Cost Proposal. - Complete and submit all specified forms: Proposal Letter, Cost Proposal, and Acknowledgment of Receipt of Addenda. - Follow the required form and format for responses. Incomplete or improperly formatted responses will not be considered. - Evaluation criteria include experience with downtown redevelopment, creativity and vision, implementation expertise, public engagement, and cost/value. - The DDA reserves the right to reject any or all proposals, parts of proposals, and to negotiate with proposers. - Proposals will be evaluated based on criteria including qualifications, project approach, implementation, public engagement, and cost. - Do not incur any costs chargeable to the work prior to a fully executed contract or written authorization from the DDA. - All proposal contents, including questions and communications, will become the property of the DDA. - Respondents must acknowledge receipt of all addenda in their proposals. - The proposal shall be valid and held open for 180 days.
