Comprehensive aesthetic lighting system programming, scheduling light shows, technical service, and troubleshooting for the bridge lighting system. The Kosciuszko Bridge (K-Bridge) is a cable stayed bridge over Newton Creek in New York City that connects Brooklyn and Queens. The crossing is part of the Brooklyn-Queens Expressway (BQE) which carries Interstate 278. K-Bridge is equipped with aesthetic lighting fixtures which emphasize the distinct features of the bridge, including its concrete piers and cable-stayed main span. NYSDOT uses changing light displays to mark special occasions and holidays. SCOPE OF SERVICES: The lighting services firm shall be responsible for scheduling light shows, as well as providing technical service and troubleshooting for the aesthetic lighting system installed on the K-Bridge in New York City. These services must be available 24 hours a day, 7 days a week, 365 days a year, ensuring uninterrupted support and maintenance. 1. Daily Programming: NYSDOT, through HDR, will provide the annual Aesthetic Lighting Show Calendar, with required shows for each day (365 Shows for the year). This calendar will call out Start times, and End times for each individual show. Historically, shows trigger ON at 45 minutes before Sunset, and trigger OFF at 2AM. Consultant shall maintain the annual Aesthetic Lighting Show Calendar. Consultant shall schedule all show requests as per instructions from NYSDOT, through HDR. NYSDOT can request new shows, which Consultant will create and upload to the controller located at JTMC in 28-11 Queens Plaza North, Long Island City, NY 11101. NYSDOT can request unlimited number of schedule changes. 2. Daily Show: Subcontractor shall program daily shows in advance using Philips Color Kinetics software and the primary controller at JTMC via fiber connection. Subcontractor shall monitor the start of each show correctly, as per the calendar, via VPN or similar device. If the Fiber is damaged or the fiber connection to JTMC and K-bridge is interrupted, the daily show shall be set up using the wireless connection. Wireless connection should be used as a backup only. If both fiber connections and wireless connections fails, daily show shall be set up manually using local controller at the bridge site. 3. Specific Day/Show Updates: The CONTRACT shall include timely provision of daily show updates upon short notice for specific special events, as requested by NYSDOT through HDR. 4. Diagnostic Reports: Subcontractor shall provide comprehensive diagnostic reports every month detailing the status and performance of the lighting systems. These reports will include, but not limited to, assessment of energy efficiency, system malfunctions, and recommendations for improvements and repairs. 5. Technical Support: The Subcontractor shall provide full technical support related to the Aesthetic Lighting systems. This includes trouble shooting, system updates, software support, and network-related issues to ensure the seamless operation and optimal performance of the lighting systems. Subcontractor shall maintain the Philips Color Kinetics software and wireless backup connection at the bridge. Note: NYSDOT, through HDR, is responsible for providing fiber/VPN connection, maintaining both primary & secondary controllers and integrating any related system/software during any upgrades at the JTMC. NYSDOT is also responsible for providing work zone traffic control for accessing the local controller or modem at the bridge. HDR reserves the right to apply Liquidated Damages in the event of delays and failure to meet the specific light show request and requirements. Liquidated damages for contract work will be in the amount $1000 per calendar day as specified in Table 108-2 Schedule of Liquidated Damages of the NYSDOT Standard Specifications. The Award of the Contract will be made within 30 calendar days after receipt of Proposals, subject to final approval of NYSDOT. A tabulation of the proposals may be requested and will be provided to all Proposers by email.
