Site work for a playground / park / athletic field in Penndel, Pennsylvania. Completed plans call for site work for a playground / park / athletic field.

Penndel Borough is seeking sealed bids online for the construction of Memorial Park Access Improvements. Plans, bid packet, contract documents, and other information for bidders may be obtained from PennBid. Bids must be submitted online via PennBid and must include a bid bond (issued by a surety licensed in Pennsylvania), bank money order, or certified check for at least ten percent of the bid amount payable to Penndel Borough; an agreement of surety certifying that required performance, payment, and maintenance bonds will be provided; and proof of insurance as required by the contract documents. The successful bidder must furnish performance and payment bonds equal to 100% of the contract price. The project is funded under Title I of the Housing and Community Development Act of 1974, and the Davis-Bacon Act applies. Federal wage rates and non-discrimination requirements apply. Additional compliance with various federal laws and regulations, including but not limited to Title VII of the Civil Rights Act, Executive Order 11246, and the Build America, Buy America Act, is required. The entire project is subject to federal prevailing wages. Each bid must be made on the forms furnished within PennBid and submitted in accordance with the instructions to bidders and the instructions for submitting electronic bids set forth in the bid packet. The lowest responsible bidder will be awarded the contract, and Penndel Borough reserves the right to reject any or all bids, waive informalities, and hold bids for up to sixty days for review and investigation of qualifications. Questions Due Date: Jul 16th 2026, 5:00 PM EDT Completion - 90 calendar days Remove existing signs from fence and store for re-installation. Unclassified Demolition/Excavation. Sawcut, remove and dispose of existing materials including cement concrete sidewalk, concrete curb, asphalt, stone, fence, lawn and dirt as required. Install cement concrete curb, including transition taper curb and reinforced depressed curb, complete, in place. Install 8" cement concrete wire reinforced accessible driveway apron, including aggregate base and detectable warning surface, complete, in place. Install 8" cement concrete wire reinforced type 3A driveway apron, including aggregate base, complete, in place. Install 4" cement concrete sidewalk, including aggregate base and edge restoration after form removal, complete, in place. Install Accessible Ramps. Achieve grade and dimension requirements for accessible ramps, including detectable warning surface, complete, in place. Mill or excavate pavement inside entrance to subgrade elevation. Asphalt restoration - Supply, place and compact 2a aggregate 6-inch thick to subbase grade, complete, in place Supply and install 4' black vinyl-coated chain link fence with 2" 9 ga. fence mesh, 1.9" line posts, 2.875" terminal posts, 3" to 4" gate posts, all posts installed in concrete, top and bottom rail, and all associated hardware Supply and install 4' black vinyl-coated chain link industrial gate for 16' wide opening and all associated hardware Supply and install rolling 4' black vinyl-coated chain link gate for 12' wide opening and all associated hardware. Pavement marking - new diagonal 4" wide lines to discourage parking near the southern pedestrian gate. Reinstall signs onto fence. Sign locations shall be as directed by the engineer. Optional Items A - Supply 6-foot gates Supply and install swinging 4' black vinyl-coated chain link gate for 6' wide opening at war memorial including all associated hardware Supply and install 4' black vinyl-coated chain link rolling gates for 6' openings including all associated hardware Optional Items B - Pavement Markings Pavement Markings - refresh/restore existing pavement markings, including space delineators, gore markings and ADA symbols. Optional Items C - complete sidewalk and fence replacement along frontage Remove 12-inch maple tree as needed for extended sidewalk construction. Remove and dispose of additional 70 LF sidewalk, south end of project area. Install cement 4" concrete sidewalk 4 feet wide including aggregate base and edge restoration after form removal, complete, in place. Supply and install 4' black vinyl-coated chain link fence with 2" 9 ga. fence mesh, 1.9" line posts, 2.875" terminal posts, all posts installed in concrete, top and bottom rail, and all associated hardware A. Implement traffic control and pedestrian protection as required. B. Install/replace cement concrete curb where indicated. C. Remove existing signs from fence and store for later installation. D. Remove and dispose of existing chain link fence where indicated. E. Remove and dispose of concrete sidewalk and asphalt entrance drive where indicated. F. Place aggregate base. G. Install 8" thick wire reinforced driveway access, as indicated. H. Install 4" thick cement concrete sidewalk, ramps, and cheek walls where indicated. I. Install 4-foot high black vinyl-coated chain link fence as indicated. J. Install 16-foot hinged gate, and 12-foot rolling gate as indicated. K. Install two 6-foot rolling gates and one 6-foot hinged gate (if awarded). L. Restore asphalt surfaces along new curbing and inside north entrance consisting of o 6 inches aggregate o 5 inches 25 mm base and o 1 1/2 inches 9.5mm wearing course. M. Patch asphalt gaps resulting from sidewalk form removal with 2" wearing course. N. Fill soil gap from sidewalk form removal with topsoil, seed and mulch to establish vegetation. O. Seal All joints. P. Place Sod where indicated. Q. Re-install signs on fence. R. Place pavement markings.
