The respondent shall provide disaster debris management and removal services. This includes all labor, supervision, materials, equipment, facilities, power, communications, provisions, and other ancillary services and supplies necessary for, or incidental to, the performance of debris removal and disposal services. Services must comply with all applicable federal, state, and local laws, regulations, and FEMA requirements. An operational plan demonstrating compliance with bid specifications must be submitted, addressing all aspects of the proposed project, including debris management services, pre-planning services, operating plan, mobilization timeframes, staffing, management, employee training, quality assurance, quality control, and assistance with FEMA reimbursement. The plan should provide the organizational structure, approach for engaging subcontractors, work methods, work plans, phasing, and identification of potential issues or concerns. Instructions to bidders include submitting proof of experience with similar contracts, confirming status as a full-service disaster debris management contractor for the past ten years, and providing references and details of previous projects. Bidders must provide documentation of financial capability, including adequate line of credit or proof of financial assets and a notarized letter from a surety verifying total bonding capacity. Bidders must be properly and legally licensed to perform the required services and registered to practice their profession in the State of Florida. All required forms, licenses, references, and any other supporting documentation as outlined must be included in the proposal. Proposals should be complete, tabbed, and indexed as specified, addressing each required section fully and accurately. Failure to respond completely may result in a non-responsive evaluation.
