Closing Time: 2:00 PM NT MCW Custom Energy Solutions is seeking qualified demolition contractors, hazardous materials abatement contractors, and related specialty contractors for upcoming demolition and abatement work at 9 Wing Gander and associated CFB Gander EPC project sites in Newfoundland and Labrador. The work supports energy conservation, electrification, lighting, mechanical, controls, building envelope, and related construction work as part of the CFB Gander Energy Performance Contract. The demolition and abatement scope is intended to attract contractors experienced in selective demolition, hazardous materials abatement, regulated waste handling, and related enabling work in occupied, operational, institutional, and secure environments. Contractors must plan and execute work with minimal disruption to building occupants and facility operations, coordinating access, shutdowns, protection of services, sequencing, waste handling, and turnover for follow-on construction. The work is expected to include hazardous materials abatement and environmental controls necessary in advance of, or in coordination with, lighting, mechanical, electrical, controls, building envelope, and related upgrades. The scope may include abatement of asbestos containing materials, lead containing coatings, PCB containing materials, mercury containing materials, mould impacted materials, silica dust generating work, contaminated dust and debris, universal waste, and other regulated materials identified or encountered during the work. Final details, including scopes, limits, sequencing, classifications, access, monitoring, disposal, and interface responsibilities, will be defined in the tender documents. Typical inclusions are: hazardous materials abatement for EPC scopes within buildings and operational areas; asbestos abatement (Type 1, 2, 3); lead abatement; PCB management and removal; mercury and universal waste handling; mould remediation; silica dust control; site-specific abatement and containment plans; regulatory and worker documentation; temporary protection and containment measures; coordination with relevant parties; removals or make-safe activities for hazardous materials; packaging, labelling, handling, transportation, recycling, and disposal of wastes at approved facilities; and submission of relevant reports and records. Pre-qualification requirements: Contractors must have experience, licensing, training, supervision, equipment, procedures, and regulatory knowledge required to safely complete hazardous materials abatement in active DND facilities. The CFB Gander EPC includes requirements related to Indigenous business participation. MCW encourages proponents to consider opportunities for meaningful Indigenous participation. Applicable requirements and reporting expectations will be outlined in the tender documents and contract conditions.
