Demolition, site work and new construction of a mixed-use development in Yankton, South Dakota. Completed plans call for the demolition of a service station / car wash facility; for the construction of a detention facility; and for site work for a detention facility.
Provide all necessary equipment, labor, materials, and incidentals to replace an existing underground fuel tank system with a new aboveground fuel tank and fuel dispensing system. Work includes notifying the Department of Agriculture and Natural Resources 30 days prior to removal, decommissioning the current fuel dispensing system, isolating and securing the fueling system, de-energizing and disconnecting electrical wiring in accordance with NFPA 70, removing and properly disposing of all remaining fuel and residues in compliance with API RP 1604, and rendering the 2,500-gallon underground storage tank vapor-free. Demolition includes excavation and disposal of the existing tank, piping, and Gasboy pump, conducting a certified site assessment with soil sampling, and submitting results for a closure letter. The project also requires backfilling to 95 percent standard proctor density, grading, installing a 6-inch compacted stone base, and constructing an elevated 6-inch thick, 4000 psi reinforced concrete pad with #4 rebar to support a new horizontal 3,000-gallon split-compartment double-wall aboveground storage tank (500 gallons diesel and 2,500 gallons unleaded) compliant with UL 142. The tank must include required vents, gauges, valves, spill containment, leak detection, overfill prevention, and electronic monitoring systems. Additional work consists of installing a raised concrete fuel island pad, connecting the tank to two new Gasboy 9823K-F Astra or equal fuel dispensers with all associated UL-listed components, calibrating and certifying the dispensers, installing an automated fuel tracking system with key fob reader and controller connected to the Garage Office and backup generator, supplying 30 vehicle key fobs and 2 general key fobs, performing pressure and leak testing, and installing protective concrete-filled steel bollards around the tank and dispensing area, with completion required within 161 calendar days from notice to proceed. Questions Due: Friday, Friday, July 10, 2026, by 11:00 AM CDT Any questions regarding this solicitation , the Statement of Work, or observations from the site visit must be submitted in writing via email to dwarmbein@bop.gov
