This project is to connect 17 homes to a centralized sewer collection system. The Florida licensed plumbing contractor shall extend piping from the home to the streetside point of connection, clean out and abandon the septic tank and provide restoration to the areas disturbed by construction. The BIDS shall be based on providing all materials, equipment and labor for the construction of the Okeechobee Utility Authority VPS #5 Group R Septic to Sewer Project. The contractor shall be responsible for providing all materials, equipment and labor for the installation of 4-inch diameter PVC sewer laterals, the decommissioning of the onsite residential septic tanks, connecting into the existing sewer lateral located at the right-of-way of each residence and restoration of the work area. BIDDERS shall confine their BIDS to the project in its entirety. Partial BIDS will not be considered. Each BIDDER shall submit with this BID evidence of entity licensed to perform the work and services or qualified by examination to be so licensed. BIDS must be sealed, and the outside of the envelope MUST be marked: "BID - Okeechobee Utility Authority - VPS #5 Group R Septic to Sewer Project. Each BID shall be accompanied by a certified check or by an acceptable (according to Dept. of Treasury, Circular 570) BID BOND in an amount equal to at least five percent of the amount of the BID payable to the Okeechobee Utility Authority (OUA), as a guarantee that if the BID is accepted the BIDDER will execute the CONTRACT and file acceptable PERFORMANCE AND PAYMENT SURETY BONDS equal to one hundred percent of the contract price within ten days after written notice of the CONTRACT AWARD. No bidder may withdraw its BID for a period of ninety days after the date of Bid opening. OUA reserves the right to: waive informalities and/or irregularities in any BID; delete any portion of the project; extend the project within the limits of the work involved which in its judgment is in the best interest of the Owner. Bids may be withdrawn prior to the date and time of bid opening. The Owner reserves the right to reject any or all bid(s) and may postpone the award of the Agreement for a period of time which shall not extend beyond sixty calendar days from the Bid opening date. Work to be performed under this Contract consists of furnishing materials, equipment, and labor for the construction of the Okeechobee Utility Authority Septic to Sewer Project located in the VPS #5 Group R, as shown in the drawings and described in the Specifications B.The project shall consist of, but not be limited to, the follows: The installation and construction of approximately (17) sanitary sewer laterals extending from the existing house sewer connection on private property to the right-of-way where the contractor shall connect into the existing 4-inch vacuum sewer lateral. The project consists of abandonment of the existing 17 on-site septic tanks and the installation of the proposed 4-inch diameter SDR 35 PVC sewer laterals and clean-outs that will connect from the residence and extend across the property towards the right-of-way and connect into the existing vacuum sewer lateral. C. Site Restoration: The contractor shall restore the residential property after installation of the proposed sewer lateral and the decommissioning of the septic tank. Sod all disturbed areas, replace any plants or shrubs that may be damaged in the process.
