Sealed bids are requested for the construction and installation of water works improvements, specifically the rehabilitation of approximately 1165 feet of 16-inch ductile iron water main and all related appurtenances, in accordance with the project plans and specifications. The project is titled “Nebraska Avenue Water Main Rehabilitation.” All labor, materials, tools, and equipment necessary for the construction and installation are to be provided by the contractor. Work must commence within ten days after written notice to proceed and be completed before April 1, 2027. Any cause for delay beyond the contractor's control must be reported immediately in writing to the Owner. Bids must be submitted on forms supplied by the Engineer and include a cash deposit, cashier’s check, certified check, share draft from a qualified bank or credit union, or a bid bond as specified. This serves as security for entering into a contract and providing a Performance, Payment, and Maintenance Bond for 100% of the contract amount if awarded. Bids and bid security are to be securely sealed in separate envelopes, labeled with the contents, nature of work, and the bidder’s name and address. Payment will be made from the net earnings of the Council Bluffs Water Works, with ninety-seven percent paid monthly for completed work and the remaining three percent upon final acceptance, according to Iowa law. Preference will be given to products and labor from Iowa. The Owner reserves the right to reject any or all bids, waive informalities or technicalities, and determine bidder responsibility. No bid may be withdrawn for thirty days after opening without consent. The successful bidder must comply with equal employment opportunity and minimum wage requirements, and will be issued documents to exempt from Iowa sales tax for materials used in the project.
