The San Luis Obispo County Flood Control and Water Conservation District is seeking proposals from qualified firms to provide professional civil engineering services, including water supply planning and management and related technical services, to support modernization of its State Water Project subcontract framework. Services are anticipated to include evaluation of existing subcontract provisions, development and validation of conceptual modernization frameworks, stakeholder engagement, and preparation of a non-binding Agreement in Principle-level framework to support future subcontract updates. The District intends to establish an on-call, task-order-based professional services agreement and is seeking firms with demonstrated experience in wholesale water supply management, water utility operations, State Water Project water management, contract modernization, and stakeholder facilitation.
