Provide comprehensive cradle-to-grave engineering project management, execution, and technical support services to support the installation's built infrastructure portfolio. Work includes delivering an optimally sized on-site team to perform full lifecycle project management for decentralized Facilities Sustainment, Restoration, and Modernization (dFSRM) and Oklahoma City Air Logistics Complex maintenance and repair programs, including planning, programming, development of project requirements and design packages, independent government estimates, solicitation support, and construction management using the Three-Phase Quality Control process. Services also include foundational engineering support such as management of the Installation Geospatial Information and Services (GeoBase) program, master record drawings, engineering evaluations and root-cause analysis, excavation permit program oversight, airfield maintenance support, warranty management, and real property closeout. The effort further requires operations engineering support through asset management, BUILDER sustainment system execution, and lifecycle planning for designated customers, as well as the capability to scale through an IDIQ structure to support surge and specialized workloads. This includes full lifecycle management for complex projects, requirements development and A\&E design management, acquisition support for new contract vehicles, construction inspection augmentation, and external agency liaison services. The contractor must deliver a highly qualified workforce, maintain strict data integrity in government systems, and support knowledge transfer, SOP development, and transition of functions to government performance over the life of the contract.
