The St-Jean-sur-Richelieu Garrison Real Property inventory has aging infrastructure with a significant deferred maintenance backlog, increasing operational and financial risks and limiting DND’s ability to respond to CAF’s needs. The project aims to optimize the Facility Condition Index (FCI) and the performance of infrastructure-related services—including buildings, networks, and roads—to ensure efficient and proactive asset management. Work will be carried out over 4 to 10 years, engaging a contractor for Construction Management services during Pre-Construction and Construction phases. Major construction services may include construction of new buildings, interior and exterior demolition with or without hazardous materials present, interior renovation work, roof and exterior envelope repairs, structural work, addition or replacement of electromechanical components, and civil engineering work. Bidders must obtain the required security clearances before contract award and may participate in the Industrial Security Program sponsorship process to initiate necessary steps.
