Site work for a water / sewer project in Freehold, New Jersey. Completed plans call for site work for a water / sewer project.
The project generally consists of the replacement of approximately 235 customer side known lead and galvanized water service lines with new Type K copper service lines and identification of approximately 136 unknown service lines throughout the Freehold Borough water system service area. The work includes, but is not necessarily limited to, test pits, visual inspections of service line material, installation of new copper water services, service reconnections, curb stops, surface restoration, traffic control, erosion and sediment controls, coordination with residents, and all appurtenant work as contained in the Contract Documents. Proposals must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside, addressed to the Borough of Freehold, and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in New Jersey and acceptable to the Borough. All bids must be hand delivered. Each proposal must be submitted in writing on the proposal pages furnished in the Contract Documents; the entire document must be submitted at the time of bid. Each Bid must be accompanied by a certified check or cash in the amount of not less than ten percent of the Bid, but not more than $20,000, payable without any conditional endorsement as a guarantee. A bid bond may be substituted. Each bid must include a certificate of experience and certificate of equipment. A certificate of Consent of Surety from a Bonding Company licensed to do business in New Jersey and named in the current list of "Surety Companies Acceptable on Federal Bonds," U.S. Treasury Department, is also required. The successful Bidder must comply with the provisions of the New Jersey Prevailing Wage Act and various state and federal regulations regarding worker and jobsite safety. No Bidder may withdraw their Bid for sixty days after the opening date. The successful Bidder is required to furnish a Surety Company Bond in the full amount of the Contract price indemnifying the Borough of Freehold for all proceedings, suits, or actions and for faithful performance of the work. The Borough reserves the right to increase or decrease quantities as designated in the Specifications and to award the Contract based on funds available. The contract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank. The contract is subject to relevant New Jersey Administrative Codes and the goal for participation by small business enterprises owned and controlled by socially and economically disadvantaged individuals is ten percent. The project sponsor has identified that the SED utilization goal for this project is 10 percent.
