Separate sealed bids for the construction of the South Apron Expansion Phase 3 - Construction Phase 2 Project will be received by the England Economic and Industrial Development District. Bidding documents may be obtained from the office of the Engineer or from the specified electronic bid submittal option, with a nonrefundable cost per copy. Each bid must be accompanied by a bid security made payable to the Owner in an amount of 5 percent of the bidder's maximum bid price in the form of a certified check, cashier's check, or bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount, executed by sureties named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual's authority to bind the surety. Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof, and in cases involving financing by bonds or by certain federal or other funds, bidders may not withdraw within one hundred twenty (120) days. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B. All bidders are encouraged to attend a Non-Mandatory Pre-Bid Conference to be held at the office of the engineer, with a live virtual option available. QA date - 7-9-2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered.
