Site work for a civil project in Henry, South Dakota. Completed plans call for site work for a water / sewer project; water / sewer project; and water / sewer project.

The project is for water system improvements and includes the installation of new water main piping, valves, curb stops, water service piping, and fire hydrants. Work also includes a 60,000-gallon water storage tank, pump house, asphalt and concrete street repair, concrete curb and gutter, gravel street repair, sidewalk repair, and other miscellaneous work. Bids are requested for the base bid contract only. Bidders are required to meet all federal requirements applicable to the assistance received, including but not limited to: - Public Law 115-232, Section 889 (Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment) - Infrastructure Investment and Jobs Act ("Build America, Buy America Requirements"): All iron, steel, manufactured products, and construction materials used must be produced in the United States. - Compliance with record keeping and reporting requirements, including performance indicators, cost, and project progress reports as required by the funding authority. - Compliance with Title 40 CFR 33 and Executive Order 12138 regarding utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE), with participation goals of 1.5% for DBE/MBE and 2.4% for WBE. - Compliance with Equal Employment Opportunity regulations (41 CFR Part 60 - 1.4(b)) and Civil Rights laws including the Age Discrimination Act of 1975, Section 13 of the FWPCA Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and Title VI of the Civil Rights Act of 1964. - Payment of not less than minimum wages as determined by the Davis Bacon Act. - Compliance with the contract Work Hours and Safety Standards Act, Executive Order 11375, Copeland Act, the Clean Air Act, and Water Pollution Control Act, with subsequent amendments. Bidding documents can be obtained in full from the issuing office only; partial sets are not available. The owner reserves the right to reject any or all bids, including nonconforming, nonresponsive, unbalanced, or conditional bids, and to waive minor bid informalities not involving price, time, or changes in the work. For further requirements regarding bid submittal, qualifications, procedures, and contract award, bidders should refer to the Instructions to Bidders included in the bidding documents.
