Site work for a water / sewer project in Dubuque, Iowa. Conceptual plans call for site work for a water / sewer project.
The Sanitary Sewer Asset Management Program (CIP #5581500026) has identified this service area (SSAMP Service Area 3-8-1-1) as a high risk sanitary sewer basin, within the top 20 highest risk basins of the City out of approximately 160 identified by the SSAMP. This basin is located in the North Fork Catfish Creek sewershed, and has both recently and historically been measured to have elevated levels of inflow and infiltration (I&I), contributing to the Catfish Creek sanitary sewer capacity constraints downstream. This project will provide for a detailed analysis of the sanitary sewer within the service area limits. The first two years of this project will include the closed circuit television (CCTV) inspection of every pipe to document current condition, detailed I&I study within the service area to include activities such as smoke testing, dye testing, and flow monitoring activities to establish baseline pre-project completion flows, and the development of a phased improvement facility plan that would address identified defects within the service area. As part of this analysis, there will also be an evaluation of the adjacent City owned infrastructure and utilities so that improvements to those could be completed in conjunction with the sanitary improvements. The construction of the first or second phases of identified improvements would be completed in the second or third year pending funding availability. The remaining identified phases would be budgeted in future years as funding allows. Taking a risk based approach, basin by basin, as identified by the SSAMP has allowed the City to consolidate general CIP requests and target those funds in areas that have the most need and benefit of addressing The project is included in the City's 2027-2032 Capital Improvement Program (CIP).
