The overall GN-KBC Project has numerous components including horizontal directional boring (HDD) to which this RFQ applies (with associated work). The Kivalliq-Baffin Connector Fibre Project (the KBC Fibre Project) will have undersea fibre optic cable fibre optic cable connecting to communities in southern Nunavut. The plan is to connect four Nunavut communities to high-speed internet: Qikiqtani Region: Iqaluit, Kimmirut, Kinngait on Baffin Island Kivalliq Region: Coral Harbour [Salliq] on Southampton Island. The full scope of work of the overall GN-KBC project includes (but is not limited to) items A, B, and C as described below. This RFQ applies only to item A. Items B and C are excluded and will be handled by others. The KBC Fibre Project Cable Installation will involve following activities: A. Horizontal Directional Drilling (HDD) bores that precede installation of fibre optic cable onto land in these communities. The planned HDD bores will provide a protected path for the marine cable (also termed undersea fibre optic cable) to come on shore. The HDD General ontractor will also provide a Beach Manhole (BMH) and a duct bank between the HDD drill in point and the BMH. This RFQ is for the scope of the Horizontal Directional Drilling work. Firms or Teams of firms that prequalify in this RFQ will be invited to participate in a subsequent PROCUREMENT process later this year for the procurement by GN of the scope of work. B. Provision by Undersea System Supply Contractor of Marine Fibre Optic Cable and its installation in the marine environment. It will be laid directly laid on the seabed or trenched for burial and will be pulled from shore through the HDD bore previously completed by the HDD General Contractor C. Transition from marine cable to land cable will take place at a manhole located near the shoreline. Land cables provided by the Undersea System Supply Contractor will connect the BMH to Power Feed Equipment Huts and Cable Landing Stations in the communities. The scope of work for the HDD General Contractor includes, but is not limited to: Reviewing all desktop studies, survey information, bathymetric information, geophysical investigation results along HDD alignment (both on shore and offshore), reviewing reports on drilling investigations (both on shore and offshore) Verifying the pre-determined HDD punch in and punch out points in points and punch out points and proposed horizontal and vertical alignments completing a final design using qualified engineer with accreditation for work in Nunavut to suit the HDD General Contractors equipment and methodology. HDD site construction and restoration including all earthworks, Noise mitigation measures at HDD sites (equipment and /or noise barriers) as required Detailed planning and execution of HDD including all logistics and shipping to/from Nunavut communities using Sealift. The HDD bores will start on land and punch out in sea. Marine Works to support the HDD execution, Winterization of the HDD bores following completion, Sourcing water required for HDD operations, Developing Construction Environmental Management plans for HDD and adherence to plans
