The project is for the reconstruction of Taxiway F at Quad Cities International Airport. The major work items include unclassified excavation (8,946 cubic yards), pavement removal (16,730 square yards), crushed aggregate base course (19,830 square yards), cement concrete pavement (18,850 square yards), asphalt surface course (45 tons), installation of 6" perforated underdrain with sock (2,650 linear feet), pavement marking (13,350 square feet), electrical cable (9,060 linear feet), concrete duct bank (150 linear feet), relocation of airfield lights (32 each), relocation of airfield guidance signs (3 each), seeding (2 acres), and mulching (2 acres). Hard copies of bid documents are required for submission. Only bids from plan holders registered through specified sources will be accepted. Compliance with the Disadvantaged Business Enterprise (DBE) Program requirements is mandatory, although there is no contract goal for this project. Bidders must provide either a Certificate of Eligibility from the Illinois Department of Transportation or submit a statement demonstrating experience and financial capability, showing completion of at least three similar projects within the last two years, plus information on any outstanding liens or judgments. A bid bond, cashier's check, or certified check for 10% of the total bid amount is required as a guarantee of contract execution and performance bond submission if awarded. All proposals must use the provided contract forms. The owner reserves the right to waive irregularities and reject any or all bids. Clarifications and Interpretations A Bidder requiring a clarification or interpretation of the contract documents shall make a written request to the Owner or Engineer. The Owner or Engineer must receive the written request a minimum of seven (7) calendar days prior to the date of the bid opening.
