This requirement is for professional, licensed architectural and engineering (A/E) firms, either as a prime contractor or joint venture, to provide a broad range of support services for planning, design, construction, facility rehabilitation, system replacement, physical and technical security upgrades, and renovation of communications facilities, including information management and emanation security systems. Work also includes building maintenance projects and programs at various worldwide Foreign Service posts and related offices. Services encompass preparation of facility assessments and comprehensive maintenance plans; architectural, interior, and engineering studies; signage and wayfinding plans; master planning; development of design and construction specifications; creation of construction statements of work; cost estimating; operational and planning support; data integration; engineering feasibility studies; environmental and construction profiles; business assessment validations; historic structure and landscape reporting; site utilization and planning studies; life-cycle analyses; CADD and BIM services; research and development related to building technologies; quality assurance and control initiatives; design reviews; forensic architectural and engineering services; and facility, project, and construction management services. Support services require multiple disciplines including architecture, historic preservation, landscape architecture, interior and graphic design, electrical, mechanical, fire protection, structural (including blast and seismic), climate resilience, civil and geotechnical engineering, planning, cost estimating, data analytics, facility and project management, building envelope and forensics specialties, and construction management. While complex interdisciplinary services are not anticipated, limited physical and technical security design services, including surveillance systems, forced-entry and ballistic-resistant construction, and communications center systems, may be required. The award will follow a three-stage selection process in accordance with the Brooks Act, beginning with a pre-qualification stage in which offerors submit portfolios demonstrating design capability, project and program support experience, and leadership qualifications of key personnel responsible for execution of task orders under the resulting contract.
